Dividends up to the amount invested in Russia since 1 April 2023
A second route to dividend permits: a foreign creditor that has invested in the Russian economy after 1 April 2023 may receive dividends up to the amount invested, without meeting the conditions of paragraph 2 of Extract No. 171/5.
What it says
Permits to pay dividends to foreign creditors under Decrees No. 95 and No. 254 may be granted without the dividend conditions of Extract No. 171/5 (50% of net profit, KPIs and so on) if the creditor has invested in the Russian economy after 1 April 2023 — expanding production in Russia, developing new technologies — and the payout does not exceed the amount invested. The exception for foreign creditors registered in Russia is carved out of the definition.
Status, October 2026
In force. In practice it is combined with the 171/5 conditions in one application.
